The overall objective of the project is to enhance the implementation of the government's development strategy by supporting sound development programs funded by the European Development Fund (EDF) and budget lines. The 10th EDF support to Belize focuses on poverty reduction through integrated rural development. Three major EU-funded programs are being implemented:
- Belize Rural Development Program
- EU support program for the banana sector
- Accompanying measures for sugar.
The objective was to improve the institutional capacity of the Office of the National Authorizing Officer (NAO) in the coordination and management of development assistance. Our experts assisted the NAO by providing assistance in all aspects of program preparation, coordination, implementation, monitoring and evaluation, and progress reporting, with the aim of improving the implementation of the government's development strategy.

Activities under this component include:

1Conduct a detailed assessment of the institutional capacity of the NAO.

2Establish a comprehensive training program for NAO staff.

3Provide assistance and facilitation to EDF and budget line projects at all phases of the project cycle.

4Support the Ministry of Economic Development in coordinating, monitoring and reporting on foreign aid.

5Develop and operationalize results-based monitoring systems for projects.

6Develop, maintain and train NAO staff in the use of an effective management information system (MIS) and database.
Building the capacity of organizations in response to globalization and trade liberalization.
Activities under this component include:

1Assist the NAO in conducting activities to better understand the issues related to economic partnership agreements.

2Assist the government in identifying and implementing training on technical issues related to trade.
