Technical and financial audit of palm oil production complexes

DEMOCRATIC REPUBLIC OF CONGO

08/2017-12/2018

The main objective of the mission was to provide the client with auditing services for 3 palm oil production complexes (Lokutu, Yaligimba and Boteka) located in DRC. Two field missions were undertaken in order to identify technical and financial problems, and to analyze whether the recommendations were followed.

The company consists of 3 palm oil production complexes each consisting of a palm plantation and a processing plant following this model:

  • -
Lokutu: 13,300 ha cultivated; plant with a capacity of 20 tFBB/h.
  • -
Yaligimba: 8,700 ha under cultivation; plant with a capacity of 30 tFBB/h.
  • -
Boteka: 3,650 ha cultivated; plant with a capacity of 12 tFBB/h.

The audit included the analysis of 3 complexes that underwent rehabilitation as they were aging. Three components, which are agriculture, factory/processing and administration-finance were studied in order to :

  • 1
Evaluate the conformity of the procedures put in place and the existing standards, with the legislation in force as well as checking for possible fraud.
  • 2
Improve and, where appropriate, standardize existing procedures and habits for greater efficiency.
  • 3
Give an opinion on the quality of the work of the managers regarding the missions entrusted to them.
  • 4
Formulate proposals for corrective measures and an action plan.
  • 5
Follow-up of the implementation of the proposed corrective measures.

The main objective of the first field mission was to identify problems and propose recommendations. The second field mission continued the work done during the first mission.

It was determined whether the recommendations were well understood by the local staff and whether they were well followed. The deliverables consist of detailed reports submitted to the client.
